SMUD's residential heating and cooling rebates are the largest single source of HVAC money available to Sacramento homeowners. They are also the ones people most often lose out on, for two reasons that have nothing to do with the equipment.
Two Things Decide Whether You Qualify
Your address has to be in SMUD's electric territory. This is not the same as "in the Sacramento area." SMUD is a municipal utility covering most of Sacramento County. It does not cover Roseville, which has its own municipal utility, and it does not cover the PG&E pockets around the county edge. Quoting SMUD programs for a non-SMUD address is a well-known way for contractors to get a homeowner's hopes up and then miss.
The installer has to be in the SMUD Contractor Network. Most residential HVAC rebates require the installing contractor to be enrolled, because SMUD files against that enrollment. If the work is already done by someone who is not enrolled, there is usually no retroactive fix.
Which Utility Serves Your City
This is the single most common source of confusion, so here it is plainly. If your city is not on the SMUD row, SMUD's rebates do not apply to your address — but your own utility may have its own program.

Check your electric bill if you are unsure. Whoever bills you for electricity is the only utility whose rebate programs apply to you.
What the Money Follows
These are electrification and efficiency programs, not general HVAC discounts. In practice that means:
- Gas furnace to heat pump conversions attract the largest rebates, because they remove a gas appliance
- Electric resistance or old heat pump to a new efficient heat pump attracts a smaller amount
- Like-for-like gas furnace replacement generally does not qualify
- AC-only replacement generally does not qualify
- Smart thermostats and duct sealing sometimes carry small standalone incentives

SMUD revises its residential rebate levels, and the 2026 amounts were adjusted partly in response to expired federal tax credits. A number typed into a contractor's web page in July is a liability by November.
So: SMUD's own rebate page is the authority, and we put the current figure in writing on your estimate rather than asking you to trust a number you read here. If a contractor quotes you a rebate amount without showing you where it comes from, ask.
How the Filing Actually Works
- Confirm territory and eligibility before any contract is signed — address, utility, and whether the equipment you want qualifies
- Select qualifying equipment and record the model and AHRI certificate numbers, which the filing requires
- Install, with permits pulled and any Title 24 / HERS verification completed
- File the rebate against the installing contractor's Contractor Network enrollment
- You receive copies of the filing and the equipment documentation
