TECH Clean California is the program most Sacramento-area homeowners have never heard of, and for a meaningful number of them it is the only one that applies.
Why It Matters Here Specifically
SMUD's rebates are larger, but they stop at SMUD's service boundary. If your electricity comes from Roseville Electric or PG&E, SMUD's programs are simply not available to you no matter how close to Sacramento you live.
TECH Clean California is statewide and funded through California ratepayer programs rather than by a single utility, so it is not bounded that way. For a Roseville, Rocklin, Granite Bay, El Dorado Hills or West Sacramento address, this is usually the first program to check.
What It Pays For
The program exists to move California homes off gas appliances, so the incentives follow heat pump technology:
- Heat pump space heating and cooling — replacing a gas furnace with a heat pump is the central case
- Heat pump water heating — a separate measure, often overlooked, and frequently the easier of the two to do first
A like-for-like gas furnace replacement is not what this funding is for. If that is what you need, say so and we will price it straight rather than steering you toward equipment you did not ask for to chase an incentive.
The Contractor Requirement
TECH incentives are paid through participating contractors, not claimed by homeowners afterwards. Practically:
- Your eligibility depends partly on who installs the system
- There is no retroactive path once non-participating work is complete
- Confirm participation before signing a contract — with us or anyone else
Funding Is Not Guaranteed
This is the part worth planning around. California incentive programs are funded per program year and can be fully subscribed before the year ends — BayREN's 2026 residential funding was fully subscribed by April, as one nearby example.
So an eligibility check early in a program year is worth materially more than one late in it. If you are weighing a heat pump conversion this year, the incentive question is a reason to start the conversation sooner rather than a reason to wait.
Stacking With a Utility Rebate
For a SMUD-territory address, a utility rebate and a statewide incentive are different funding sources and can often be combined on the same project. We treat that as something to verify per project rather than a promise, because the rules move. See SMUD HVAC rebates for the utility side.

TECH Clean California's incentives page is the authority for current figures, and we put the number that actually applies to your project in writing on your estimate. Any contractor quoting an incentive amount should be able to show you where it comes from.
